The Cloete family once again acted as buyers of Chametz for the Jo’burg Beth Din today – their 59th consecutive year.

“We haven’t missed a year since 1961,” says jack Cloete, a retired police officer living in Potchefstroom. “Even if it meant flying or driving cross-country to get to the Beth Din’s offices in time.

Your explanation for this pic is incorrect. The Chief Rabbi is not thanking Mr Cloete, rather, he is handing Mr Cloete a handkerchief, which he will lift up. It's called a kinyan (Kinyan Sudar to be specific, I think) and is a halachic mechanism whereby title is trasferred from one person to another.
It's not my area of expertise and I dont know exctly how it works, but it works. (I hope).
